Abstract:

The process of executing mine closure presents unique challenges and opportunities for learning. Based on the physical closure of two N60 projects, this presentation will offer and overview of the learnings at each phase of large mine closure projects.

Year 1: all the well-meaning components of the closure plan must be tested and evolved to fit the conditions on the ground. You don’t know what you don’t know until the buildings and facilities come down.

Year 2: there’s now an entire year of actual spend and a bond which potentially starts to be repaid. What does the actual spend and a new cash-flow mean for the work plan? Boots-on-the-ground focus on efficiency is the new priority. Have you met your targets?

Year 3+: completion criteria and on-the-ground certainty moves the project forward! The client, the regulators and the community all see the finish line. With most work done, community demands sometimes change (e.g. some infrastructure is requested to be retained). How does the ‘just finish it’ mind-set impact targets?

By examining the different stages of mine closure, including the evolution of the closure execution plan, budget constraints, and the importance of collaboration with communities and regulators, we aim to provide valuable insights for other large closure projects. The final stage of regulatory collaboration is particularly emphasized, highlighting its critical role in ensuring that closure targets are met and projects are completed successfully. This abstract aims to contribute to the body of knowledge on mine closure and provide practical guidance for industry professionals.
