Abstract:

The Windfall project is located within the Cree First Nation of Waswanipi (CFNW) territory. Early in the exploration stage, Osisko built a solid reputation by demonstrating, through actions, the application of our approach: co-developing communication protocols, implementing joint committees, sharing environmental matters, hiring and training opportunities, doing business with local companies and participating in cultural events. The Crees are our partners, and we are working together to maximize benefits and enhance deep relationships at all levels. This approach is tailored to the stakeholder.

Elected officials

We meet with elected officials and try to build a trusting relationship. In 2015, when work started, we were introduced to the elected officials that became our gateway to the Cree world, and we adapted our ways based on their experience. Today, our approach is recognised in public forums.

Land users

Our joint Environmental Committee objectives are to ensure effective consultation, consider land use and incorporate Cree knowledge into our assessments. We share information about our monthly activities and environmental performance with the Tallyman’s family and the CFNW. The family acts as a monitor, participates in surveys and is invited to make suggestions and raise concerns. The information gathered is used to adjust activities and concerns are answered.

Local entrepreneurs/workers

Since 2018, we have spent a significant portion of our yearly budget in FN businesses. We have had from 12% to 22% of the yearly workforce at site that were FN workers. We have developed a recruitment process that focuses on benefitting local employees and targeting specific positions for posting in communities. We also implemented the Mining Essential training program.

Community members

We are keeping the CFNW members posted on Windfall progress through various channels: public assemblies, open houses, interviews, visits, meetings, videos. Our Cree liaison officer facilitates the recruitment, information and consultation activities, sponsorship requests and cultural exchanges. Our sponsorship program focus on the northern communities and encourage initiatives in science, education, environment, health, sports, community, and cultural fields. Our team occasionally participates in community events or gives tickets to community members. We also organized a FN Day on site with traditional dancers and drummers.

Case study: Building Trust Trough COVID-19 Management

Our goal was to keep our Cree workers employed while protecting remote communities. This approach demonstrates our deep commitment to inclusion by enabling our Cree workers to maintain meaningful employment, financial security and self-sufficiency while keeping their connection to their families. Our commitment to the Cree community is real and the Windfall project can only operate at its best when all workers are on site. FN workers constitute an important part of the workforce and are present in all sectors. The discussions have strengthened the bond of trust; the Cree Nation Government issued a press release and identified Osisko as a model for natural resource development during COVID-19.
