Abstract:

Increased stress conditions at greater mining depths, high extraction ratios, and/or complex geological settings contribute to elevated seismic hazard in underground hard rock mining operations. Consequently, mine operators are increasingly recognizing the critical importance of effective seismic risk management in ensuring safe production practices. This recognition has become particularly pertinent in Ontario following the recent amendment to Regulation 854 (Mines and Mining Plants) under the Occupational Health and Safety Act, which mandates the establishment and maintenance of a seismic risk management program (SRMP) for all underground mines in Ontario, effective September 1, 2023. However, despite the legal obligation to implement a seismic risk management program and its essential role in safeguarding personnel and maintaining operational integrity, many mining operations struggle to develop comprehensive programs, and some have not yet achieved regulatory obligations.

An effective seismic risk management program must be practical and clearly define the techniques for assessing seismic hazard levels alongside the methodologies for mitigating associated risks. Evaluating seismic hazard requires a formalized monitoring program that incorporates data collection, management, analysis, and interpretation. Following the characterization of seismic hazard, risk management processes motivate the development of tactical and strategic mitigating controls. Complementary to the risk management process, roles and responsibilities should be clearly defined for a successful implementation of the seismic risk management program.

This paper discusses best practices within the mining industry for developing effective seismic risk management programs and emphasizes the necessity for operators to prioritize this essential aspect of mining safety.
