Biography

Viveka Parm is a seasoned infrastructure and capital projects leader with over 15 years of international experience delivering transformative transit and energy initiatives across North America. She currently serves as Manager of Program Controls at Valley Metro in Phoenix, where she oversees cost, schedule, risk, and performance reporting for the agency’s multi-billion-dollar transit capital program. Viveka’s expertise spans the full lifecycle of capital projects—from early-stage strategic business case development (including Public-Private Partnership models) and stakeholder engagement to detailed program control systems aligned with FTA and federal mandates. She has held progressive leadership roles at Metrolinx, where she delivered Ontario’s landmark One Fare Program and managed the Legacy Bridges Program in collaboration with multiple levels of government. Her career began in the renewable energy and mining sectors, managing feasibility studies and project delivery for Siemens and Wood PLC. She holds a Master’s degree in Management and a Bachelor’s degree in Mechatronics Engineering, and is a certified Project Management Professional (PMP).
