Abstract
Building trust and fostering collaboration with local communities are essential for sustainable development in the mining sector. This pilot project, conducted by a non-governmental organization (NGO), was implemented in three remote communities with a significant number of mining licenses in Mongolia. The project aimed to address gaps in community engagement by combining traditional engagement methods with innovative communication strategies, including the use of virtual reality (VR), tailored to local conditions. Through baseline research and extensive stakeholder consultations, including with Indigenous community members, the study identified critical barriers, such as a lack of information, inconsistent engagement practices, and limited community understanding of the geology and mining sector.
Key project activities included the development of tailored community engagement strategies for each community, as well as the creation of a practical guide for mining companies to improve outreach, collaboration, and transparency. Open-day events were also organized, where tools such as a virtual reality-based mining educational component, participatory monitoring simulations, and other activities were piloted to facilitate dialogue and knowledge exchange. These activities emphasized the importance of proactive, trust-based communication and equitable participation by all stakeholders, including Indigenous and equity-seeking groups, in mining operations.
The findings highlight the central role of license-holder companies in driving meaningful engagement by leveraging both traditional methods and new technologies like VR. The study recommends actionable strategies to improve transparency and responsiveness. By adopting these approaches, companies can strengthen relationships with local communities, support equitable participation, and contribute to inclusive, sustainable mining practices.
This project serves as a replicable model for advancing partnerships and community engagement in the mining industry, fostering mutual trust and collaboration that are essential for long-term success.
