Abstract
Bridging Power and Partnership : The Waswanipi-Windfall Transmission Line Project
This presentation explores the successful implementation of the transmission line project constructed by Asinii (formerly Miyuukaa), a Cree enterprise, to connect Goldfields' (formerly Osisko) Mining’s Windfall Project to the Cree community of Waswanipi. More than a critical infrastructure initiative, the project stands as a model of Cree leadership in the energy sector and a tangible outcome of Indigenous economic empowerment and strategic collaboration.
Through a general overview of the planning, construction, and delivery phases, we will highlight how the project integrated Cree values, environmental stewardship, and economic development. While the project faced numerous challenges—including logistical complexities, regulatory requirements, natural catastrophes and the need for constant coordination across partners—these obstacles were met with determination, innovation, and a deep commitment to collaboration.
We will also examine the broader significance of the project: strengthening Waswanipi's revenue generating capacities through various corporations and establishing a sustainable foundation for long-term regional partnerships.
Attendees will gain insight into how Indigenous-owned enterprises like Asinii and Misyuukaa are not only participating in—but leading—major infrastructure projects, ensuring that development in Eeyou Istchee reflects Cree priorities and vision.
